PTA STATUTES AND RULES

The Association shall be called “The Oporto British School Parent Teacher Association”. (“The PTA”).

The purpose of the PTA shall be:

To support and be advocates for the children.

To support the teachers and the administration.

To promote and strengthen ties between families and        the school.                

To organize fundraising events so that points a and b can be fulfilled.

All parents and legal guardians of children currently enrolled in the OBS are automatically members of the PTA.

All currently employed full-time teachers and Heads of Department are automatically members of the PTA.

The current Headmaster/Headmistress automatically becomes the President of the PTA.

The PTA will be run by a Committee composed of; a President, at least 7 parents of currently enrolled students and at least 2 teachers currently employed full-time at the school.  At least one teacher will be from the senior school and at least one teacher will be from the Primary school.

The PTA Committee will consist of 4 Officers; President, Chairperson, Treasurer and Secretary.  The rest of the Committee will be considered to be regular Committee members. All members of the PTA Committee are eligible for any position on the committee.

Members of the board of Governors who are parents and/or teachers are eligible to hold PTA membership but are not eligible to be on the committee.

Chairperson duties include but are not limited to – heading meetings, preparing agendas, organizing events, liaising with Head of Board, PTA President, Heads of Senior and Primary School as necessary when planning events.

Treasurer duties include but are not limited to – being in charge of the PTA Bank Account, liaising with the school bursar/treasurer as necessary, depositing and withdrawing funds from the PTA bank account, presenting audited accounts at the AGM in September, /being in charge of ticket sales during large events and producing tickets for these events.

Secretary Duties include but are not limited to – taking the minutes of each meeting, making a copy for each committee member ready for the next meeting, being in charge of keeping all of the PTA files in good order and printing out and distributing all mailings.

Except for the President, who holds his/her position for as long as he/she is Headmaster/Headmistress of the school,  all  members and officers must be elected and/or re-elected at the AGM in September. An officer may continue as a regular committee member if re-elected at the annual general meeting.

The PTA will hold an annual General Meeting (AGM) in September.

All committee members who wish to serve during the following year will be required to stand for re-election at the AGM.

The Committee may co-opt members to fill occasional vacancies until the next AGM.

The PTA Committee will elect the officers from amongst themselves.

Ad-hoc sub-committees may be appointed by the Committee as necessary for specific activities.

Any amendments or changes to the rules and statutes are to be voted upon at the AGM and must be passed by a majority of the members present.

An extra-ordinary general meeting (EGM) may be held at the discretion of the committee or on the receipt of a written request to be counter signed by at least 25 members.

The PTA Committee will meet once a month to discuss upcoming events and proposals.  The Chairperson can call for extra meetings if necessary.  All members of the PTA, parents and teachers are welcome and encouraged to attend any PTA meetings and to make suggestions and proposals.  Proposals made during a meeting will be voted on in the next meeting, giving the Committee time to research the options available and allowing the Committee members not in attendance to be able to be present and to vote.

Proposals may be entered by; the Board of Governors, the PTA Committee, Teachers, parents and Students.

For a proposal to be voted on, two thirds of the Committee must be present.  This quorum must contain the chairperson and one of the teachers.

A proposal will pass when the majority of those present vote in favour of it.  In the case of deadlock, the president has a casting vote.  If the president is not present during a deadlocked proposal, the proposal will be reintroduced at the next meeting and the proponent can be asked to amend the proposal although that is not essential.  If a proposal is rejected it may be reintroduced at a later date and voted on again.  There is no limit to the amount of times that the same proposal can come before the Committee.

All proposals will be considered equally.  If rejected, the proponent will be offered a written explanation for the rejection.

Proposals will be taken into consideration on the basis of their benefit to the students.  They will also be taken into consideration from a financial point of view.  If a proposal is good but can be done or fulfilled less expensively, then the less expensive alternative will be taken.

Any assets remaining on dissolution of the PTA and after satisfying any outstanding debts or liabilities shall not be distributed amongst the members but will be transferred to the general fund of the school.

These New and Revised Statutes were voted and approved at the 2009 AGM
